The Republic of Cyprus became an Associate Member of the European Space Agency (ESA) on 17 March 2026, following the entry into force of the Association Agreement signed on 23 October 2025. The seven‑year agreement opens the way for Cyprus’s participation in ESA’s optional programmes.

On 17 March, ESA Director General Josef Aschbacher notified Nicodemos Damianou, Deputy Minister of Research, Innovation and Digital Policy, of the entry into force of the Association Agreement which was ratified by the House of Representatives of the Republic of Cyprus on 6 March 2026.

The transition of the Republic of Cyprus from the status of ESA European Cooperating State to ESA Associate Member builds on the positive assessments carried out by both ESA and the Government of Cyprus regarding the country’s maturing space ecosystem, its growing capabilities and its potential to contribute to European space programmes.

The Associate Membership allows Cyprus to participate in ESA optional programmes, enabling national industry, research institutions and start-ups to engage more closely with the European space sector. Cyprus will in particular participate to several ESA optional programmes in key strategic areas, including FutureEO (Future Earth Observation), ARTES (Advanced Research in Telecommunications Systems), GSTP (General Support Technology Programme) and ACCESS (Accelerating Commercialisation and Competitiveness of the European Space Sector).

In addition, a Requesting Party Activities (RPA) programme, fully funded by Cyprus and open to Cypriot entities only, will be implemented by ESA. Such programme aims at further supporting the development of Cyprus’ national space ecosystem and to facilitate stronger involvement of Cypriot companies and research institutions in ESA optional programmes.

ESA and Cyprus have successfully cooperated since 2017, under the ESA Plan for European Cooperating States scheme. Associate Membership will help Cyprus to further build its capabilities in space technologies and applications while strengthening collaboration with ESA Member States. Cypriot entities will gain access to ESA’s relevant programmes, expertise and industrial network, opening new opportunities for innovation, economic growth and international partnerships.

Deputy Minister Nicodemos Damianou emphasised the importance of the agreement for the country’s innovation ecosystem, highlighting how participation in ESA programmes will stimulate high-technology development, support local industry and strengthen links with the broader European space community.

ESA Director General warmly thanked Deputy Minister Damianou for the fruitful collaboration between Cyprus and ESA to date, looking forward to the successful implementation of the Association Agreement through Cyprus’s steadily expanding participation in ESA’s programmes and activities.
