Germany Passes Procurement Reform Law to Accelerate Bundeswehr Modernisation

The German Federal Cabinet has adopted a sweeping new procurement law aimed at accelerating the Bundeswehr's modernisation. The "Planning and Procurement Acceleration Act" (BwPBBG) extends and expands previous legislation from 2022 and introduces wide-ranging legal and procedural changes intended to speed up the delivery of military and support equipment to the armed forces.

Germany's defence posture has undergone a fundamental shift since Russia's full-scale invasion of Ukraine in 2022. Faced with renewed threats to national and allied security, the German government has refocused its military policy on collective defence and territorial integrity. One of the central obstacles to readiness has been the slow and bureaucratic nature of defence procurement.
