Norway’s Andøya Space and Rheinmetall Nordic AS have signed a Letter of Intent (LOI) to jointly develop commercial capacities for civil and military space operations. The partnership aims to close gaps in Europe’s satellite and launch value chain, enabling Tactical Responsive Launch (TacRL) services and enhancing strategic resilience.

The agreement focuses on establishing regular commercial launch services and rapid-response satellite capabilities from Andøya, Norway. By combining Rheinmetall’s defence expertise with Andøya Space’s infrastructure, the two companies seek to offer secure, flexible launch solutions designed to meet rising European and NATO requirements.

The partnership underlines Europe’s ambition to achieve greater strategic autonomy in space. TacRL capabilities, which allow the rapid deployment and replacement of satellites, are expected to become increasingly important for both military and civil applications. These services will support the continuity of space-based infrastructure vital to Germany, Norway, NATO allies and other strategic partners.

Troels Sandreid, CEO of Andøya Spaceport, described the LOI as “a milestone to strengthen Europe’s ability to respond quickly and securely to new space requirements.” Thomas Berge Nielsen, CEO of Rheinmetall Nordic AS, added that the partnership would be “a decisive factor in expanding Rheinmetall’s offering in civil and military space markets.”

The collaboration is intended to complete Andøya’s space value chain, establishing advanced facilities and services on European soil. Both partners committed to offering commercial services to customers quickly, including TacRL missions and recurring launch services.
