Germany suspended conscription in 2011. In light of the Russian threat, a new debate has emerged regarding mandatory military service. However, it has not yet been reinstated. Instead, the federal cabinet has decided to first introduce a voluntary service and to begin registering young men starting in 2028. This represents a significant loss of time, despite increased public support for conscription or a comparable universal service.

In light of the beginning of Russia's attack on Ukraine in 2022, then-Chancellor Scholz spoke shortly thereafter of a “turning point” ("Zeitenwende") and initiated a special fund for the German armed forces (Bundeswehr). Even at that time, the measure now being implemented would have already been necessary, given the required lead time. It is generally assumed that it takes around three years to construct necessary buildings, provide instructors, and resume the operation of local conscription offices (Kreiswehrersatzämter).Taking into account that military and security experts expect Russian provocations against NATO territory starting in 2028, the delay—caused by political inaction—becomes increasingly apparent.
