Germany's Zeitenwende ("turning point") in security policy has helped place Europe's defence industry on a growth trajectory that would have seemed unimaginable only a few years ago. Rising defence budgets, new procurement programmes and multi-billion-euro investment plans have filled the order books of manufacturers producing armoured vehicles, ammunition, missiles and advanced sensor systems. At the same time, a strategic question is becoming increasingly important: can Europe develop the capabilities required to guarantee its own security to a much greater extent than in the past?
