In July 2026, Germany’s coalition signed off on a startup strategy that establishes a KfW‑managed fund—a state‑backed instrument at KfW/KfW Capital that mobilises public and private capital into venture funds and strategically relevant startups, with a particular emphasis on DefenceTech. As part of this framework, the cabinet has commissioned a specialised investment vehicle enabling the state, via KfW, to acquire shares in defence‑technology startups and embed these young military‑technology firms within Germany’s wider industrial and security‑policy architecture. The move comes as German industry contends with an increasingly hostile global competitive landscape and seeks new levers of technological sovereignty.
