Europe sharply increased aid allocations to Ukraine in May and June 2026, driven by the newly launched Ukraine Support Loan. While Europe remained the largest overall donor, financial and humanitarian assistance stayed below 2025 levels. The latest Ukraine Support Tracker also found that European military support continued to rely heavily on US-made weapons systems.

European institutions allocated nearly EUR 11 billion (approx. 13 billion USD) to Ukraine in May and June 2026, including EUR 4.3 billion (approx. 5 billion USD) in military aid and EUR 6.7 billion (approx. 8 billion USD) in financial and humanitarian assistance, according to the latest Ukraine Support Tracker. Much of the funding was provided through the new EUR 90 billion (approx. 105 billion USD) Ukraine Support Loan, designed to support Ukraine's budget and defence requirements in 2026 and 2027.

Among bilateral donors, Germany led new military aid commitments with EUR 700 million (approx. 816 million USD), followed by Denmark (EUR 600 million, approx. 700 million USD) and the Netherlands (EUR 500 million, approx. 580 million USD). For financial and humanitarian support, the United Kingdom allocated around EUR 1.5 billion (approx. 1.8 billion USD), ahead of Sweden (EUR 360 million, approx. 420 million USD) and Norway (EUR 140 million, approx. 160 million USD).

Despite the recent increase, financial and humanitarian aid remained below last year's pace. The Tracker reported that average monthly allocations in these categories were 41% lower than in 2025, while military aid in the first half of 2026 nearly matched last year's level.

According to Project Lead Taro Nishikawa, the rapid rollout of the Ukraine Support Loan was a positive signal for Ukraine. He noted that planned EU budget support for 2026 would be split between Macro-Financial Assistance and the Ukraine Facility, with further allocations tied to agreed reform milestones.

The report also highlighted Europe's continued dependence on US defence capabilities. Between January and June 2026, European donors procured at least EUR 3 billion worth of military equipment from US defence companies, representing roughly 30% of European military aid acquired through industry procurement.

Under NATO's PURL initiative, more than 90% of supplied military aid reportedly originated from existing US stockpiles. The findings indicate continued Ukrainian demand for key US-made systems.

Lead Analyst Federico Mellace said Europe remained dependent on access to US weapons systems, including Patriot air-defence capabilities, for which alternatives are currently limited. He added that a key long-term challenge would be developing European substitutes for critical US defence technologies.
