Priority for fast development and production  Germany Backs Mass Production of Interceptor Drones in Ukraine

Germany is stepping up support for the large-scale production of interceptor drones in Ukraine as Kyiv seeks cheaper and more numerous weapons to counter increasingly sophisticated Russian drone attacks.

The initiative was announced during German Chancellor Friedrich Merz's visit to Kyiv on October 4th, where German and Ukrainian companies signed 14 agreements worth a combined volume of €6.6 billion, according to several media reports. Quantum Systems is among the companies involved, with Germany supporting the procurement and production of interceptor drones developed through the Munich-based company's growing Ukrainian industrial network.

Quantum Ukraine joint venture at the centre

At the centre of the effort is Quantum WIY Industries, a German-Ukrainian joint venture established by Quantum Systems and Ukrainian manufacturer WIY Drones. Its STRILA interceptor has been designed specifically to engage fast and manoeuvrable aerial targets, including Shahed-type loitering munitions and reconnaissance UAVs.  STRILA can reach speeds of more than 350 km/h and interception altitudes of up to 6,000 metres. Radar data automatically guides the interceptor towards the target area before an operator takes control during the final approach. Quantum Systems had already been tasked earlier this year with providing 15,000 STRILA interceptors to Ukraine. Quantum Systems is also developing the high-speed SPYS platform, which reached 699 km/h during testing in Germany in July 2026, with technology from the demonstrator intended to feed into future generations of interceptor drones.

Ukraine-based production is growing even faster

The need for such systems is becoming more urgent as Russia introduces faster jet-powered attack drones. Their growing speed and the sheer scale of Russian drone attacks are putting additional pressure on conventional air defence.  The industrial model behind the programme is equally significant. Quantum Systems has built a network of German-Ukrainian joint ventures covering interceptor drones, reconnaissance systems and unmanned ground vehicles. Development and production close to the battlefield allow Ukrainian operational experience to feed rapidly back into new generations of equipment.

Paradigm shift for German defence systems development

For Germany, this represents more than military assistance. Ukraine is increasingly becoming a development, testing and manufacturing partner for German defence companies. The model combines Ukraine's rapid innovation cycles and battlefield experience with German capital, technology and industrial scaling. If successfully transferred to NATO requirements, this approach could also influence how Germany and other European countries build their own counter-drone defences – particularly for the protection of military sites and critical infrastructure.
